Staatssecretaris Weekers neemt maatregelen voor lastenverlichting 

De staatssecretaris van Financiën, de heer Frans Weekers, heeft tijdens zijn  werkbezoek aan Bonaire op de persbijeenkomst van 23 juni 2011 toegezegd maatregelen te nemen voor lastenverlichting voor de inwoners van Caribisch Nederland.  

De staatssecretaris begrijpt dat er onrust en onvrede heerst over de manier waarop het nieuwe belastingstelsel uitpakt voor de bevolking. Hij deelt deze zorgen en zal daarom zowel voor  korte als langere termijn een aantal concrete zaken aanpakken op het gebied van belastingen en heffingen.

Verhoging belastingvrije voet

De staatssecretaris heeft toegezegd dat de belastingvrije voet wordt verhoogd met de inflatiecorrectie en wellicht per 1 juli reeds. De belastingvrije voet bedraagt momenteel $ 9750. Daarnaast zal onderzocht worden hoe de hogere lasten van gepensioneerden verlaagd kunnen worden. De komende weken zal de staatssecretaris de door de bestuurders van de eilanden gesignaleerde knelpunten inbrengen voor het belastingplan 2012. Dit maakt onderdeel uit van de begroting die jaarlijks gepresenteerd wordt op Prinsjesdag.

ABB

In de week van 27 juni gaat de staatssecretaris in overleg met ambtelijke vertegenwoordigers van Curaçao en Sint Maarten over de dubbele belasting die nu geheven wordt bij de doorvoer van goederen. Ook wordt onderzocht of  de ABB op vrachtkosten kan worden afgeschaft. Er zal worden gekeken naar de cumulatie van ABB, die zich nu onder andere in de horeca en de bouw manifesteert. Overigens, over de USONA projecten die voor 1 januari 2011 zijn geaccordeerd hoeft geen ABB betaald te worden.

Korte en langere termijn

De staatssecretaris onderzoekt de komende weken welke concrete problemen snel kunnen worden opgelost. Daarnaast laat hij een onderzoek uitvoeren naar knelpunten die moeten worden aangepakt, maar waar meer tijd mee gemoeid is. Het gaat hierbij om wijzigingen in de wetgeving, die nu eenmaal meer tijd vergen vanwege de parlementaire procedure.

State Secretary Wekers takes measures to relieve burden

The State Secretary of Finance, Mr. Frans Weekers, during his visit to Bonaire on July 23, 2011 promised to take measures to relieve the burden for the inhabitants of the Dutch Caribbean.

The State Secretary understands that there is unrest and dissatisfaction regarding the manner in which the new tax system working out for the population. He shares these concerns and will therefore address some concrete matters in the area of taxes and levies for the short as well as the long term.

Increase the tax free threshold

The State Secretary has promised to increase the tax free threshold with the inflation correction and possibility per July 1^st. The tax free threshold is currently at $9750,- Furthermore it will be examined how to lower the increased burden for pensioners. In the coming weeks the State Secretary will include the bottlenecks brought to his attention by the administrators of the islands in the 2012 tax plan. This forms part of the budget which is presented annually on Prinsjesdag.

ABB

In the week of June 27^th the State Secretary will start discussions with representatives of the Curacao and St. Maarten civil service regarding the double taxation which is now levied for the transit of goods. It will also be examined if the ABB on the costs of freight can be abolished. The accumulation of the ABB, which now exists in among others the horeca (hotel  and restaurant) and construction sectors, will be looked at. Otherwise, USONA projects which were approved before January 2011, will not have to pay ABB.

Short and long term

In the coming weeks the State Secretary will examine which concrete problems can be quickly resolved. Furthermore he will have a research executed into the bottlenecks which must be addressed, however this will require more time. It regards changes in the law, which require more time due to parliamentary procedure.
